This updates various docs in the project.
* Get rid of MAINTAINERS
* Update JSON.md with tasks and plans
* Fix some weirndess in the README
* Polish CONTRIBUTING.md
This commit changes the source and documentation to reference this project as
`puppet-strings` rather than `puppetlabs-strings`.
This makes the source and project match the gem name.
The "other platforms" is language from puppet where we don't always have
access to various OS and version combinations. Strings is much simpler
and so it isn't really relevant.
In order to make contributions more accessible to the community,
add COMMITTERS.md and CONTRIBUTING.md so that there are instructions
and resources for those who would like to contribute to the strings
module.
